MANILA, Philippines – The operator of the North Luzon Expressway (NLEX) and the Subic Clark Tarlac Expressway (SCTEX) expects traffic buildup to increase between 10% and 15% this All Saints’ Day.
The Tollways Management Corporation (TMC) said the daily average vehicle entries for NLEX and SCTEX is more than 190,000 and 35,000, respectively.
“Traffic is expected to build up in the afternoon of October 30 until late morning of November 1 going North,” the operator said.

TMC advised that NLEX will open spare lanes and additional layers of manual toll collection during peak hours at the Mindanao, Dau, and Bocaue toll plazas.
For SCTEX, advance toll collection will be conducted at Mabalacat on October 30 and October 31.
On November 1, fishbone lanes will be set up at Mabalacat southbound.
Spare lanes will also be opened at the Bocaue Barrier to accommodate the surge of vehicles going back to Metro Manila.
“Portable toll collection system gadgets will likewise be deployed strategically in the said locations to facilitate faster transactions,” TMC said in a statement.
Additional personnel, road closures
TMC said NLEX and SCTEX traffic personnel will extend working hours to ensure the smooth traffic flow during the All Saints’ Day exodus.
“Additional patrol vehicles and enforcers will be deployed from October 30 to November 2 to immediately respond to distressed motorists. Volume of vehicles will be closely monitored with our traffic personnel ready to assist at interchanges and in the entire stretch of the expressway in case of traffic build-up,” the operator said.
Road works, which has been suspended starting October 29, will resume on November 3.
TMC said there will be no mainline roadwork lane closures during this period unless safety repair is required.
Cavitex: Low traffic
TMC said it is expecting low traffic volume for Manila-Cavite Expressway (Cavitex) on All Saints’ Day.
“We will still continue to provide the same high level of service, safety, and convenience to motorists,” the TMC statement read.
Traffic personnel, according to TMC, will conduct around-the-clock patrolling.
The light bar of patrol vehicles will be turned on at night during heavy volume of vehicles to increase patrol visibility, TMC said.
