Aquino admin gift to successor: $6.6B ‘jumpstarted’ PPP deals
'We will gift wrap these projects for the next administration and expect these [deals] to be honored even beyond June 30,' says PPP Center chief Andre Palacios

MANILA, Philippines – The public-private partnership (PPP) thrust under President Benigno Aquino III has a gift for the next administration: at least $6.64-billion worth of jumpstarted infrastructure projects.

“We are bidding out 10 to 11 projects. These are jumpstarted, already in the bidding stage. We will gift wrap these projects for the next administration and expect these [deals] to be honored even beyond June 30,” the PPP Center’s Andre Palacios said on his second day as executive director.

These projects are:

  • P122.80-billion ($2.73-billion) Laguna Lakeshore Expressway Dike Project
  • P50.18-billion ($1.11-billion) Regional Prison Facilities through PPP Project
  • P18.99-billion ($422-million) Davao Sasa Port Modernization Project
  • P2.34-billion ($52-million) New Bohol Airport operations, maintenance, development
  • operation and maintenance of the Light Rail Transit Line 2 (LRT2) in Manila
  • P14.62-billion ($325-million) Laguindingan airport operations, maintenance, development
  • P40.57-billion ($902-million) Davao airport operations, maintenance, development
  • P20.26-billion ($450-million) Bacolod airport operations, maintenance, development
  • P30.40-billion ($675-million) Iloilo airport operations, maintenance, development
  • P298-million ($6.63-million) Road Transport Information Technology Project (Phase II)
  • P1.59 billion ($35 million) Civil Registry System Information Technology Project (Phase II)

“All of these are priority. These are long overdue projects needed by every Filipino,” said Palacios, who replaced Cosette Canilao.

Palacios said his office is confident it will be able to auction off these 11 projects before Aquino steps down.

Aside from these projects, the PPP Center under the Aquino administration  awarded 12 PPP deals worth around $4 billion, including a toll road connecting Cavite and Laguna, and an extension of Light Rail Transit Line 1 (LRT1) to Bacoor, Cavite.

PPP deals are excluded in the election ban on procurement starting March, then-PPP Center chief Canilao had told reporters.

Although most PPP deals encountered legal roadblocks such as right-of-way issues in the past years, Palacios expressed confidence that the next administration will be able to continue what his office has started.

“They would be reaping the benefits of our early hardship years,” Palacios said. “I am confident that whoever will take over will see the wisdom of retaining the PPP Center in its present role.” – Rappler.com
