The rehabilitation will pave the way for the resumption of the mine operations, the company says

MANILA, Philippines – Copper-gold producer Philex Mining Corp. has submitted to the Mines and Geosciences Bureau (MGB) its rehabilitation and clean-up plan for the broken tailings pond of its Padcal mine in Benguet province.

Philex told the Philippine Stock Exchange that it submitted the plan on Thursday, November 22, the day the Department of Environment and Natural Resources (DENR) affirmed its decision to fine the company P1 billion for wastes spilled by the mine into rivers in Luzon last August.

Philex said aside from measures to restore the integrity of the pond, the plan includes “activities to address any environmental effect of the [spill] and pave the way for the resumption of the Padcal mine operations.”

The DENR upheld its decision to slap a P1-billion fine on the company for violation of the Mining Act of 1995.

The decision, it said, was based on an MGB evaluation that dismissed Philex’s argument that the Padcal incident was cause by force majeure.

Philex confirmed it received the DENR’s notice on the fine. It said however it “will pursue appropriate remedies towards a review of the findings of the MGB.”

Philex officials earlier said the company intends to settle its obligations to the government by year-end so it can resume operations of the mine by mid-2013. – Rappler.com
