Locsin said because Philippine vaccination cards are “not connected to a single source,” overseas Filipino workers (OFWs) looking to travel to the city-state for work will be affected.

The following day, Wednesday, August 11, Locsin said he would ask Hong Kong city leader Carrie Lam formally why such a policy is being imposed.

Philippine local government units currently issue their own vaccination cards, and reports have surfaced of tampered cards. Some LGUs, like the Quezon City government, have added security measures to their cards.

Meanwhile, the Bureau of Quarantine has begun issuing “International Certificates of Vaccination” with unique QR codes. The BOQ said these would be verifiable by local and international stakeholders, but they are issued only to those who apply for them.

These BOQ certificates have a convenience fee of P50 to P70.
