MANILA, Philippines – Storm signals are in effect over 11 provinces in northern Luzon Tuesday, July 16, as the low pressure area east of Luzon developed into a tropical depression overnight.

Tropical depression Isang was spotted 300 km east of Infanta, Quezon (15.1°N, 124.6°E) as of 4 am Tuesday, carrying maximum winds of 45 km/h near the center.
