MANILA, Philippines – Storm signals are in effect over 11 provinces in northern Luzon Tuesday, July 16, as the low pressure area east of Luzon developed into a tropical depression overnight.

Tropical depression Isang was spotted 300 km east of Infanta, Quezon (15.1°N, 124.6°E) as of 4 am Tuesday, carrying maximum winds of 45 km/h near the center.

Signal number 1 is in effect over the following provinces:

  • Ilocos Norte
  • Ilocos Sur
  • Abra
  • Ifugao
  • Cagayan incl.Calayan and Babuyan Group of Islands
  • Isabela
  • Quirino
  • Aurora
  • Mt. Province
  • Kalinga
  • Apayao

The storm is moving west northwest – towards Cagayan Valley – at 19 km/h, and is expected to be 20 km east of Tuguegarao by Wednesday morning, state weather bureau PAGASA said in its weather bulletin released at 5 am.

Landslides and flash floods are possible in areas under the storm signals, and moderate to heavy rainfall (5-15 mm/h) can be expected for areas within the 300 km diameter of Isang.
