MANILA, Philippines (UPDATED) – Flooding has always been arbitrarily measured, with the public not having a standard gauge as to how deep “knee deep” or “gutter level” could get. But the Metro Manila Development Authority (MMDA) released standard flood measurements via its Twitter account on Tuesday, August 20.
