MANILA, Philippines – The government is offering a bounty of half a million pesos for the capture of fugitive retired general Jovito Palparan and one of his men who remain at large in connection with the pending criminal charges against them for the abduction of two student-activists.
In text messages sent to reporters on Monday, Dec. 27, 2011, Justice Secretary Leila de Lima said the P .5 million reward money has been approved by the Department of the Interior and Local Government (DILG).
Efforts to locate Palparan and retired M/Sgt. Rizal  Hilario have been unsuccessful. We reported on Christmas eve however that he had sent surrender feelers to the Palace but set conditions, such as surrendering only to one government official that our sources refused to name.
A Malolos, Bulacan regional trial court earlier ordered the arrest of Palparan , Rizal and two others  in connection with the abduction of two University of the Philippines (UP) student activists, five years ago.
