MANILA, Philippines – By Monday, May 6 – a week before the 2013 midterm elections – local inspectors from the Commission on Elections (Comelec) will have completed the testing and sealing of vote-counting machines.

The question is: Have all the precinct count optical scan (PCOS) machines been dispatched from the warehouse at this point? If they have been sent out, where are they this minute? Are they on their way to their respective destination provinces?

There are 77,829 PCOS machines prepared for the 2013 polls. According to the latest data provided by Comelec, 64,309 or 82.63% of these had been dispatched from the warehouse in Cabuyao City, Laguna, as of last Tuesday, April 23.

The Comelec prioritized the delivery of PCOS machines to farther regions. The National Capital Region (NCR) and the provinces of Cavite, Laguna, and Rizal have yet to receive their PCOS machines.
