President Rodrigo Duterte appointed former Angeles City mayor Edgardo Pamintuan as chair of the Clark Development Corporation (CDC) Board, CDC president and chief executive officer Manuel Gaerlan announced on Sunday, February 7. 

Gaerlan welcomed Pamintuan’s appointment, saying his leadership and vast experience serving in local and national government would boost the CDC’s vision. 

“Our new chairman comes from one of our host communities and was instrumental in opening the access to the Clark Freeport Zone and other centers of economy,” Gaerlan said in a statement posted on Facebook.

Pamintuan, who previously served as mayor of Angeles City for several terms, was former chair of the Subic-Clark Alliance for Development (SCAD) from 2008 to 2010.

During the Arroyo administration, he was also named presidential adviser for external affairs from 2004 to 2010, and was an adviser to the Duterte government’s peace panel  for negotiations with communists. 

Pamintuan ran during the 2019 party-list race as first nominee of party-list group ABEKA, though it failed to earn enough votes to secure a seat in Congress.

Pamintuan thanked both Duterte for his latest appointment, as well as former president and former speaker Gloria Macapagal Arroyo, who had been one of the first to congratulate him on his new role. In November 2020, Malacañang announced Duterte tapped Arroyo as his presidential adviser on Clark programs and projects.

“Despite the uncertainty of the pandemic, my mindset will be forward-moving in promoting success of Clark,” Pamintuan said in a statement. 

New CDC director

On Sunday, Gaerlan also announced Duterte also appointed retired Lieutenant General Emmanuel Salamat as the newest director of the CDC board. Salamat’s latest position comes after Duterte named him as a member of the Metropolitan Waterworks and Sewerage System board. 

Salamat, former chief of the Northern Luzon Command, is a member of the Philippine Military Academy’s class of 1985. 

“The CDC Board is blessed with the addition of Chairman Pamintuan and Director Salamat to an already formidable depth and breadth that our current board and management possess. We look forward to the synergy that their arrival will bring for our greater role in economic progress and nation building,” Gaerlan said. –
