'Helen' claims its first fatality in Pangasinan as the tropical storm moves closer to Northern Luzon

MANILA, Philippines – At least one person was reported dead and authorities are on red alert status as tropical storm “Helen” moves closer to northern Luzon, the government said on Tuesday, August 14.

In its 3pm situation report, the National Disaster Risk Reduction and Management Council (NDRRMC) said that the first and so far only casualty is Armando Borbon, a 37-year-old man who died Monday morning, August 13, after suffering an epileptic seizure and falling into a flooded rice field in Basista, Pangasinan.

The NDRRMC also placed its personnel on “red alert” status and recommended the pre-emptive evacuation of residents living in low-lying and mountainous areas in storm signal regions.

Fishing boats and other small sea vessels are advised not to venture out to sea in the seaboards of Central and Southern Luzon as well as the Visayas.

As of 3pm, 7 of the 10 dams being monitored — Angat, Ipo, Ambuklao, Binga, San Roque, Mangas and Bustos — are releasing water, while La Mesa, Pantabangan and Caliraya are close to spilling level.

Areas under storm signal

In its 11am bulletin, weather bureau Pagasa placed several areas under storm signals 1 & 2 as “Helen” (international codename Kai-tak) is still on course toward Northern Luzon.

The eye of the storm was last spotted at 230 kilometers east northeast of Casiguran, Aurora, with maximum sustained winds of 75 km/h near its center and gusts of up to 90 km/h.

Pagasa forecasts that Helen will continue to move west-northwest at 13 km/h and is estimated to be 50 km north northeast of Tuguegarao City by the evening of Wednesday, August 15. – Rappler.com
