All eyes are on the Commission on Elections (Comelec) offices to see which candidates are withdrawing their bids and who are substituting for them.
The Comelec is accepting withdrawals and substitutions of candidacies for national positions until Monday, November 15, including Saturday, November 13, at the Palacio del Gobernador in Intramuros, Manila. In local Comelec offices, withdrawals and substitutions for local posts are also being accepted.

Former Philippine National Police (PNP) chief Guillermo Eleazar confirmed on Sunday, November 14, that he will run for senator. He is expected to file his substitution papers on Monday, November 15.
Eleazar will run under the slate of presidential candidate Panfilo Lacson, an incumbent senator and also a former PNP chief.
President Rodrigo Duterte and some of his allies broke some Commission on Elections (Comelec) protocols during the filing of withdrawal and substitution on Saturday, November 13.
Based on Comelec rules, aspirants and party-list groups who will file for withdrawal and substitution are required to enter the back entrance of the Comelec office in Intramuros, Manila. However, minutes before Duterte’s arrival, the front entrance of the commission’s office was cleared.
