A murder complaint and an administrative case were filed against Police Master Sergeant Hensie Zinampan, the cop who shot and killed a 52-year-old woman in Quezon City, according to the Philippine National Police (PNP).

The Quezon City Police District (QCPD) said Zinampan had already undergone inquest proceedings for the murder complaint at around 1 pm on Wednesday, June 2. The suspect is still under the custody of the QCPD-Criminal Investigation and Detection Unit. 

PNP chief Police General Guillermo Eleazar said an administrative case for grave misconduct was already filed by the PNP Internal Affairs Service against Zinampan.

“In the case of the administrative investigation, basically the investigation has been concluded the other day. Dahil nag-waive na mag-submit ng counter-affidavit itong suspect natin (Because our suspect already waived the submission of a counter-affidavit),” Eleazar said in an interview on ANC’s Headstart on Thursday, June 3. 

Zinampan, who was drunk at the time, shot 52-year-old Lilybeth Valdez in the neck on Monday night, May 31, outside a store in Fairview, Quezon City. The police said that Zinampan was previously involved in a fistfight with the victim’s son on May 1.

According to the information provided by the PNP, Zinampan entered the police ranks in December 2006 and first worked for the PNP Special Action Force. He was transferred to the Police Security and Protection Group inside the PNP’s national headquarters in Camp Crame, Quezon City, in 2015. 

In his 15 years of service, Zinampan never faced any administrative or criminal case, according to police records. 

His case is different from Police Senior Master Sergeant Jonel Nuezca, who shot and killed unarmed 52-year-old Sonya Gregorio and 25-year-old Frank Gregorio in Tarlac in December 2020. Prior to his murder charges for killing the Gregorios, Nuezca had already faced six administrative cases. – Rappler.com
