Even as President Rodrigo Duterte enters his final year in Malacañang, his anti-drug campaign remains to be his most known key program.

Many Filipinos saw a decline in illegal drug use and crime in their communities but at the cost of thousands of deadly operations.

Led by the police, the core of the law enforcement-heavy anti-drug campaign can be traced back to a 23-page memorandum.

For this episode of Kriminal, Rappler’s Rambo Talabong speaks with former police chief Camilo Cascolan, who is now an undersecretary at the Office of the President. He is one of the men behind Command Memorandum Circular 2016-16, more popularly known as Oplan Double Barrel.

We ask Cascolan how the campaign was drafted and how police top brass reacted to the daily death counts in the early days of the Duterte administration.
